4-H is...

          an educational organization sponsored by West Virginia University Extension Service, in cooperation with the United States Department of Agriculture and the individual counties in West Virginia.

          a voluntary organization for boys and girls who receive training in citizenship, leadership, a skill, and fourfold development.

           free to any boy or girl between 9 and 21 years of age.
